Berlin combines district, state and federal politics in one city. That makes it a useful first regional learning space: what can be solved locally, what needs the state and what belongs at federal level?

Petitions, public offices, resident inquiries and demonstrations remain important. VoiceOpenGov adds the space before and between them: understand the problem, collect alternatives, examine consequences and clarify responsibility.

Regional connection belongs to VoiceOpenGov. Evidence, sources and counterpositions should be documented through eDebatte so movement and infrastructure remain institutionally separate.
